Georgia Insight July 9, 2013 Alert from Sue Ella Deadwyler Ask your congressman to avoid a conference committee on immigration bills! ACT BEFORE 9:00 A.M. TOMORROW ACTION: Call your U.S. House Member in D.C. or in his local office. (See Numbers below.) BEFORE 9 a.m., Tomorrow July 10, 2013! U.S. House Republicans will gather tomorrow at 9:00 a.m. to discuss the immigration issue. However, before they introduce their own immigration bill, the bill passed by the Senate must be ruled unconstitutional since it violates the “origination clause,” meaning all revenue-generating bills must originate in the House. After the Senate bill is deemed unconstitutional, members of the House can safely introduce a new immigration bill, without risking a conference committee on immigration. BUT, if they introduce a new immigration bill without designating the Senate bill unconstitutional, both bills could be put in a conference committee where compromises would be made and the final bill that emerges from the conference committee would be put before the House and Senate for an up-or-down vote. That would be VERY DANGEROUS! TALKING POINTS: Tell your Congressman to demand that S. 744 be “blue-slipped,” meaning it would be ruled unconstitutional based on Article 1, Section 7, Clause 1 of the U.S. Constitution: “All bills for raising revenue shall originate in the House of Representatives; but the Senate may propose or concur with amendments as on other bills.” The Senate bill’s revenue section: Section 2102 of S. 744 requires payment of certain taxes and forgives payment of other taxes as a condition for receiving amnesty and other benefits. Demand that no immigration bill is brought to the House floor until S. 744 has been “blue-slipped”.
