Getting a horse to respond and not to re-act, takes time. To demonstrate the horse is responding to pressure, I can get under the horse, touch legs, even using the reins, with enough time and training, this is not threatening. I do these things because where I ride (even in pastures) I worry about a horse getting caught in wire. If they where ever to get caught up in wire, I dont want them to struggle or get too scared. I dont want a horse to be filled with fear, frightened or startle. Good ground manners and practicing with hobbles is away of doing that will change the demeanor, attitude and outward appearence of even the most unwilling character.
