Given the institutional and pedagogical thrust of The Record, publishing in Howard’s official journal was ideal for Houston’s purposes of disseminating his reconstruction plan to Black scholars and professors of English. Furthermore, Houston’s choice of venue for his article suggests that he did not, in fact, presuppose a universal application of his plan; his vision for “utilitarian” English instruction – with an emphasis on written composition – directly addressed the needs of the African American students by providing a practical roadmap for Black professors teaching English in historically Black colleges and universities.
