“Global Coalition for an International Convention on Young People’s Rights” Today, humanity knows the wider generation of youth in history; they occupy a central place in the dynamics of change, and thus represent a real lever for development within each society. As part of the monitoring process of international law on human rights and freedoms, which are in the form of general or thematic statements, we find that it appears therefore a paradox at two levels. At the first level, we find that when young people have taken up the lead of the renovation and democratization of their states and their societies, advocating daily and continuously, they were exposed to various forms repression and violation of their rights and freedoms. They thus found themselves excluded from any approach for addressing youth as a specific category requiring special legal framework, especially in countries with deficits in their democratic structures, including respect and protection of human rights, economic, social and political, which directly influences the policies and programs designed to this category. At the second level, we note that when international law has evolved through its intervention in the sectors of political, social and cultural rights, as well as in all the new generations of human rights, the same international law remained weak in youth rights. The assessment of the United Nations work in the field of fundamental rights of young people for over half a century remains weak and unfortunately still not reached the required level, in fact, it remains confined within rights scattered in several charters. It is with this objective that we, young people gathered in the World Forum on Human Rights held in Marrakech from 27 to 30 Novembre2014, are announcing the creation of the “Global Coalition for an International Convention of the Young People’s Rights”, to help unify the efforts of youth movements around the world to adopt a specific Agreement to us, the youth. ************************************************************* « Coalition Mondiale pour une Convention Internationale des Droits des Jeunes » Aujourdhui, lhumanité connait la plus large génération de jeunes dans lhistoire, ces derniers occupent une place centrale dans les dynamiques de changement, et représentent ainsi un réel levier de développement au sein de chaque société. Dans le cadre du suivi des processus de législation internationale en matière des droits et libertés qui se présentent sous forme de déclarations générales ou thématiques, nous constatons qu’il en ressort de ce fait un paradoxe à deux niveaux: A premier niveau, on constate quau moment où les jeunes ont pris le flambeau de la rénovation et de la démocratisation de leurs Etats et de leurs sociétés respectives, en militant chaque jour et de manière continue, ces derniers ont été livrés à diverses formes de répression et de violation de leurs droits et libertés. Ils se sont ainsi retrouvés écartés de toute approche permettant d’aborder la jeunesse comme une catégorie spécifique nécessitant un cadre juridique particulier, surtout dans les pays qui connaissent des déficits au niveau de leurs structures démocratiques garantes du respect et de la protection des droits humains, économiques, sociaux et politiques, ce qui influence directement les politiques et programmes destinés a cette catégorie. Au deuxième niveau, on remarque quau moment où la législation internationale a connu une évolution à travers son intervention au niveau des droits politiques, sociaux et culturels, ainsi qu’à lensemble des nouvelles générations des droits humains, cette même législation internationale est restée faible en matière des droits des jeunes. Le bilan et les résultats du travail des Nations Unies dans le domaine des droits fondamentaux des jeunes depuis plus dun demi siècle, demeure faible et natteint malheureusement toujours pas le niveau requis, en effet, ce dernier reste confiné dans le cadre de droits dispersés dans plusieurs chartes. Cest dans cet objectif que nous, jeunes rassemblés au sein du Forum Mondial des Droits de lHomme organisé à Marrakech du 27 au 30 Novembre2014, annonçons la création de la Coalition Mondiale pour une Convention Internationale des Droits des Jeunes, et ce, afin de contribuer à unifier les efforts des mouvements de jeunes a léchelle mondiale pour ladoption d’une convention propre à nous, les jeunes.
