The Indian govt. can try to enter into agreement with these universities and the countries in which they are located. Most of them would be in the G-8 countries. c. The Indian govt can say that they will fund indian students to these universities to the tune of US$ 1 billion per university per annum. The contract would be for 10 years. d. It would generate large scale employment in the west that is the need of the hour for them. e. The Indian Govt would pay the foreign countries in Rupees. India can print the money and give it to these countries. f. If these countries agree, then Rupee would become an international currency. g. In return, these foreign countries would get their goods manufactured from India and pay in Rupees. h. That would create large scale employment in India solving the problem of all the concerned countries. i. This money would be extended as education loans at very low rates to the Indian students. j. They will have to start returning this money after 5 years or as the case maybe. k. In case they are not able or willing to return this money, they must work for at least 5 years in Indian Govt/private universities as faculty. l. That would also place the Indian universities in a good position regarding quality and R&D as India aims to become a knowledge superpower. India would be able to create large amount of intellectual capital. m. The Indian govt. can let the foreign universities admit students according to their own criteria.
