Go after the givers BY SYED NADZRI - 21 OCTOBER 2014 nst.my/node/44907 Dear Sir, I wish to refer to the article ‘Go after the givers’ by your columnist Syed Nadzri NST 21 Oct 2014 and I fully agree with him that instead of just the receivers, the scums who gave the bribes must also be charged as well. I wish to comment that in the case of the several customs officers charged for corruption, it would obviously involve handling cargo or goods entering either through the seaports, airports or inland ports in the country, and if the MACC has the sting, stamina and the guts, and they are really very serious about eradicating corruption in the country, it would be very easy for them to identify the givers without even the need to use much effort. Being involved in the import ad export business for a good part of the last thirty years, I know it is mandatory that all goods entering or exiting the country are accompanied by all or most of the official shipping documents listed below and they include the following: 1. Commercial invoice 2. Packing list. 3. Certificate of origin (where applicable – refer to Country of Origin Certificate). 4. Three (3) original ocean or air bills of lading, and copies. 5. Payment instrument (refer to Factors to Consider When Choosing an Export Payment Method). 6. Other important relevant documents required for some destinations and some commodities: 7. Copy of proforma invoice, 8. Inspection certificate, 9. Consular invoice, 10. Import or export licence, 11. Insurance certificate, 12. Dock and warehouse receipts, 13. health inspection certificate and 14. IATA shippers certificate of articles not restricted or for dangerous goods. The documents would also state the owners of the goods (or agents) with their names, company names, addresses and telephone numbers, e-mail addresses, website links or addresses, etc. the forwarding company’s name, telephone numbers and addresses handling the clearance and many other information about the shipper, consignee and the goods themselves.
