Gonna share on how I plan to level characters from 65 to 70. Essentially, pve in terms of questing is a much better solution than PvP. However, without the gears you wont be able to do even the normal difficulty of Anu Arendel dungeons. To counter this, you need Goddess Teardrops for rental gears. To obtain the said teardrops, simply PvP up to a certain rank (forgot the specific rank doe). The rewards for doing so would be 20 keys and teardrops, the latter being able to get you a full rental set for 2 weeks tops. After that just do AA main and side quests.
