Good Morning Uganda - a Country where a sitting president finds it important to appoint one of his ministers to popularize government programmes in the Districts. Last week, Hon Rose Namayanja Rose Nsereko was appointed by the president to popularize government programmes. This is a new phenomenon in modern democratic terms because in a normal democratic dispensation, the Executive arm is charged with a duty of service delivery which they do through their winning manifesto by impending government programmes. These programmes are also passed in the national budget. Its important to note that Uganda has the largest Cabinet in East Africa where the average age of the members is 60 years. THE BIG QUESTIONS: If NRM has reached the extent of appointing some ministers to promote government programmes, what is the job of cabinet? Why should the Tax Payer continuously be burdened with the huge elderly 82-Man- Cabinet under this regime?
