Good evening fellow cadres. We at Diepsloot have not stopped working on ways to improve our country. Although people have asked us why we bother to do this research our answer to that is what else must we do? Stay at home and eat Sadza? So in the next episode of our ministry suggestions we attach the following. Please feel free to read it and give us some feedback. P.S lets not forget leader Kauzani!!!!!!!! MINISTRY OF TOURISM DEPARTMENTS WITHIN THE MINISTRY; Department of Domestic tourism Department of International tourism Department of research and policy Department of Finance, Administration and human resources. Department of Auditing. DEPARTMENT OF DOMESTIC TOURISM- Local spenders far outnumber foreign tourists. We need to take advantage of this. This department will concentrate on the following - Administer and run all Nationally owned tourist facilities in the country. - Plan local tourist special packages that will be presented on the ministries website and that will be advertised in the local press. - Approach local business to purchase these specials as part of their staff incentive programs - Plan all local and foreign tourism events to be hosted here in Zimbabwe. - Supervise and monitor all standards of all the tourism facilities and ensure they comply with international standards. - Register and Grading of all tourist facilities (hotels, lodges, travel agencies, tour operators, tour guides) - Identify new tourist opportunities within certain areas and have the local people become shareholder employees. DEPARTMENT OF FOREIGN TOURISM- The following will be pushed by the department; - A monthly email must be sent to all countries ministries of tourism detailing our products and any specials we have. - Maintain 2 or 3 websites that highlight certain events that are almost unique to Zimbabwe (white water rafting in Zambezi, Tiger Fishing, Victoria Falls, Elephant safaris) and perhaps even embark on a Google advertising campaign. - Attend Tourism seminars and shows held around the world to advertise our Country. - Send Tourism information via newsletters, brochures, and other marketing products to our embassies and consulates in other countries for them to distribute and advertise our tourism sectors. - Have a database of all the competitors and there products and prices especially within the region and make this information available to all out Tourism operators via the monthly email. DEPARTMENT OF RESEARCH AND DEVELOPMENT- We need to offer a better product at a cheaper price than our competitors. To this end this department will concentrate on the following; - The department must find out what are the AIRPORT TAXES for all the other competitors airports and make sure ours is the cheapest. - The department must find out what is the average price for certain hunting trophies from our competitors and make sure we are cheaper AND that we offer a BETTER overall package. - Inform all TOURISM OPERATORS of the competitors prices and services via a monthly email sent to everyone. - Identify new areas of opportunity for Tourism and again advertise this in the monthly email as well as local press to attract interested investors. DEPARTMENT OF FINANCE, ADMINISTRATION AND HUMAN RESOURCES- - Administer all staff and salaries - Administer the allocated budgets - Administer all Administration and paperwork - Check and update the official websites for the ministry All our Government owned game parks, Hunting Safari camps and places of public interest to be upgraded and maintained to be able to attract visitors. This will be done with specific donors we will have asked for help as well as a once off budget allocation from Government. Areas we will concentrate on in the Safari sectors are as follows; 1- Chimanimani National park 2- Chizarira National park 3- Gonarezhou National park 4- Hwange National park 5- Inyanga and Mtarazi Falls National park 6- Kazuma Pan National Park 7- Mana Pools National Park 8- Matopos National Park 9- Mutasadona National Park 10- Nyanga National Park 11- Victoria Falls National Park 12- Zambezi National Park 13- Mushandike Santuary 14- Mutirikwi Game Park 15- Charara Safari Area 16- Chegutu Safari Area 17- Chete Safari Area 18- Chewore Safari Area 19- Chipinge Safari Area 20- Chirisa Safari Area 21- Dande Safari Area 22- Deka Safari Area 23- Doma Safari Area 24- Hurungwe Safari Area 25- Malapati Safari Area 26- Matetsi Safari Area 27- Mfurundzi Safari Area 28- Sapi Safari Area 29- Tuli Safari Area 30- Darwendale Recreation Park 31- Lake Kariba Recreation Park 32- Lake Kyle Recreation Park 33- Umufuli Recreation Park 34- Mana Pools, Sapi, Chewore (world heritage site) 35- Great Zimbabwe (world heritage site) 36- Victoria Falls, Mosi-Oa-Tunya (world heritage site) SOME PRACTICAL IDEAS WE WILL IMPLEMENT; -Reduce prices of entry to all national parks and make sure they are cheaper than all regional competitors. Locals to be given further discounts or free entrance. -All companies that operate in the tourism sector will be given tax incentives and will be allowed to import items relating to their business duty free. Any upgrades on infrastructure will be 100% tax deductible. -Companies in the tourism sector to get a blanket tax on their turnover to reduce paper work. -All embassies main business is to conduct workshops and campaigns to attract visitors to our country. The ministry will attach certain employees to each consulate/ministry whose sole job is to tell people to visit Zimbabwe. -All Airports to re-adjust their fees and make sure that our airport is the cheapest to land in out of all our neighboring countries. Also another incentive is to make our Jet Fuel cheaper and therefore making most National airliners have a stop over in Zimbabwe. -All Government owned tourist Attractions to have 1 General manager to run that entity. They will in turn hire as many people as they see fit in order to run the park. Due preference will be given to the surrounding communities first. This general manager will run the park as a business and correct accounting will be required. The General manager will have the freedom to run the park and make decisions without having to consult Government minister directly. A bank account will be opened in the parks name and it will be up to the general manager to run the park profitably. Bi-Yearly meetings to be held with the minister in charge to discuss any issues and problems. ALL the parks in Zimbabwe must be run to make a profit OR at least to cover the running costs of the park itself. Failing that, the parks will be sold to private individuals whose only obligation is to continue the running of the park and not to change its purpose to agriculture or Towns. -Game rangers will be paid for by the Park Itself. The army will be obligated to have a Group of soldiers on Patrol in the parks to assist the Rangers in Anti-Poaching. Each parks size will determine the number needed. (estimate 25 Soldiers per park and 36 Parks would mean a contingent of 900 soldiers will be needed on a monthly basis to secure all our Parks) -Hunting will play a huge role in the profit making business of these parks. We may not like killing animals but we also need to strike a fine balance between conservation and Upkeep of the Park. Hunts can be had in the Park itself or the animals can be captured and sold. Alternatively some animals may have to be culled and this must be done humanely and the meat sold to raise funds for the running of the Park. There are other Places of Interest that are not listed here that the government administer and they are also very relevant to the tourist sector in Zimbabwe. The running of these places will fall to general managers as explained above and they will all be required to operate as a separate entity and to at least cover costs. The ministry will also be open to any changes to the above policies which may be brought up by the public at the monthly ALL STAKEHOLDERS meeting that the ministry will conduct.(either the minister or their deputy must be in attendance) It is a ministry for the people by the people.
