George mutabazi your actions as a government servant a full chairman of Lwengo District to act unconstitutional but only to be a human rights violator!! r.No matter how big the post hold whatever political connections you have in this country or ... to violate human rights of your subjects.. its really unconstitutional under chapter 4 of the 1995 constitution of Uganda Human rights and Freedoms are enshrined Under Article 20.. its every ones duty including government agents to uphold, respect and promote these fundamental rights and they are inherent but not granted by the state!! Article 24 prohibits any form of torture whatsoever or any degrading treatment to any person
