Good morning to you all. I want to make a clarification on the issue of bursaries. Bursaries are classified into 4 categories:- 1) CDF Bursaries - This caters for secondary schools and tertiary institutions. Part of this funding is also used for Motivation/Education Days and Examinations where applicable. For our case in Gatanga for year 2014/15, we have Kshs.14 million which is due for disbursement once Form 1 selection is complete. We do it equitably in all the Wards and we encourage public participation during the allocation. 2) Presidential Bursary – This is about Kshs. 1.2 million annually. This goes to orphans and partial orphans. It is meant for students in secondary schools only. In this category, once a student is picked he/she must be catered for up to Form IV. This bursary therefore opens partially annually depending on the number that have cleared Form IV. 3) Ministry of Education Bursary – This is usually about Kshs.5 million annually. This only goes to those students in Boarding Secondary Schools but they must be from the constituency. 4) County Bursary – This is a recent bursary scheme from the Governors and each ward gets Kshs.2 million. It is disbursed by the MCAs. Our policy in Gatanga constituency is to make sure that no student benefits twice i.e. no double allocation. We have Ward committees that are well constituted. In addition we call public barazas for all to witness the allocation to the would be beneficiaries. We also ensure we give adequate publicity on CDF, Ministry of Education and Presidential Bursaries i.e. through the churches, schools, public address, notices, online platforms, FM stations etc. The underlying criterion for one to qualify is that they must be NEEDY and should have performed well. It is a bursary, but there must be value for money. Tax payers’ money must be used wisely and those who benefit from these schemes are expected to perform. For University and other tertiary institutions, it is required that you first exhaust HELB before applying for the CDF Bursary because all the other secondary school students have no chance in HELB.
