Good to remember Chinas long term interest, going back centuries, in its eastern/southern borders and coastline. It is an obvious place for influence and access, unlike its northern and western borders, which lay much further from central control and populations. Cultural differences also play a role, as they interact with other Asian peoples. While they lack the ability to effectively project power beyond their borders - witness the reactions to tsunamis - they will attempt to use other methods until they can more effectively back their rhetoric.
