Good to see employment pass measures that push employers to consider Singaporeans first. In a tight labour market, employers will find this a tough measure. Nonetheless, it will be meaningful for Singaporeans when unemployment rises. Should there be a cap at $12,000? Despite our low unemployment rate, there are some discouraged workers who stop seeking work actively. The bigger issue is among those deemed working. I sense underemployment for older PMEs - many of whom are self-employed. I see a crunch in real estate and motor sales. Will monitor business registrations to guage this discouraged older PME and sales effect. Ultimately, the government can only do so much. PMEs must also adjust as long as the playing field is relatively fair for Singaporeans while we remain open to foreign talent. Ideally,foreign talent should be pragmatically complementary or synergistic - across all threshholds. But in reality, we must have a strong survival instinct, be pragmatic and prepared to see the world as our oyster. That is a given for a small trading island.
