Gov. Joey says: On its own, there is nothing wrong legally or economically with DAP since it is just another use of savings allowed by the GAA, the administrative code and the constitution and has been practiced by all administrations. Actually more transparent use of savings. Previous administrations use savings on a piecemeal basis without having to inform the public. And it is a more effective allocative mechanism for its use because it forces the executive to decide how and how much should be used in the context of competing demands for public services and economic investments. Therefore, the only issue is when it became somewhat of "traditional pork" when part of it (P3bn out of P85bn) was allowed to be nominated by senators and congressmen and was listed under their nominations, and not under the implementing agencies nominated. Politically, however, the alleged motive and the timing of its release to congressmen and senators are of greater import to an agitated public.
