Gov. Wong scores first project Gov. Araceli B. Wong installed the water purifiers at the historical and said to be miraculous spring of Batalay Church in Brgy.Batalay, municipality of Bato, on Aug.2, 2013, 6:00 a.m., on the feast of St. Ignatius of Loyola , marking her very first project as governor of Catanduanes. The ceremony was performed on her behalf by brother, Ted Bernardino, and a technical expert from Manila who supervised the installation. This project will now benefit hundreds of villagers of Brgy Batalay who rely mainly on the said water source for drinking. According to Mrs. Lolita Buque, Brgy. Health Worker and caretaker of Batalay Church, this project of the governor means a lot not just to the constituencies of Batalay but also for the hundreds of Batonhon who also fetch their water from the said place, and to the thousands of devotees who look up to this water source as a healing medium especially during Lent. The project was personally funded by the governor in accordance with the wishes of her daughter, Jacklin Shalie B.Wong who chose to forego a grand birthday celebration on July 6, 2013 in lieu of this humanitarian service. This venture is in line with the health agenda of the governor to provide clean and safe drinking water for her less privileged constituencies. Road accidents drive Wong to action Traffic accidents are noted of frequency during rainy seasons but more of consideration to Governor Araceli B.Wong is safeguard to passengers in public transport and private vehicles. Provincial employees were also caught off-guard when Governor Wong admonished everyone of compliance of traffic rules especially those without proper safety gears like helmet which is common violation observed among motorbike riders. In a related development, the governor took as opportunity the visit of local officials to remind them of overload passengers vehicles in their areas of jurisdiction to which barangay leaders should exercise police power to check and put an end. Barangay Esperanza Chairman Danilo Sumalde who was with members of local council for a visit to the governor’s office got affirmative answer for their purpose after which Governor Wong appealed for their cooperation in observing safety measures in driving. The Barangay officials were one taking in note of Governor Wong exuding an aura of mother reminding her children of wearing proper safety gears and following road signs among others. Transport vehicles particularly tricycles are also common sights in urban districts and rural areas, providing all areas available for travel young children between residence and elementary schools which local authorities should not leave unattended until another accident happened. He was accompanied by a party of young technocrats who discussed the latest technology on various areas of concern particularly on agriculture, renewable energy, data management, infrastructure and education and how they can help the province along these lines. “There is a very palpable resistance of those people down in the local government hierarchies to abide by the policies of the president to turn over a new leaf and dispose of their corrupt practices,” Cusio said, “Those who are up there, however, knowing that the president will readily sack them out of their jobs have promptly complied. But there is a need to keep an eye on those down here to see that they follow the straight path,” he further added. Their visit jibed with the thrust of the incumbent administration of Gov. Wong to promote tourism as a prime money earner of the island. But to do this all elements of a progressive province must be in place to cater to the needs of the tourists. Foremost among them are infrastructure and the erratic power supply that had been proverbial problems to the residents. These areas have to be addressed first before we can receive visitors who will enjoy the amenities we will offer them. The young consultants who were with Asec. Cucio provided the governor and the department heads who attended the briefing with glimpses of the latest low cost building model made of steel frame and reinforced with concrete that renders it durable enough to withstand even the strongest typhoon. It is also amazingly fast to build and least costly too. They also discussed and recommended the use of organic fertilizer to preserve and save the soil from excess use of synthetic fertilizers that will in due time render our land irrevocably useless. But what awed the governor most was what they call the IDSS, Infinitely Dynamic Solutions System which will reduce graft and corruption at the LGU level since it can record all data in the government- can access all pertinent documents, trace where every centavo of the budget went, as well as trace the whereabouts of every government property that is being used. It is also capable of projecting the budget as well as keeping tract of it. It can do almost every conceivable aspect of governance-in record time, which is about only 2 minutes! Gov. Wong asked Asec. Cucio to work out a way how the province of Catanduanes can avail of this system without much cost to the taxpayers. This will render the jobs of the provincial accountants least cumbersome and fast while assured that every cent of the budget they manage will be in safe disposition. The governor also took a liking to the idea of renewable energy they expounded on utilizing abaca fiber that will generate enough power for lighting. This will be of tremendous help to the prevailing power shortages because it will generate a substantial amount of energy and keep the power expenditure down. (PIMO)
