Government announced several measures in Budget 2013 to help Singaporeans and their households cope with cost of living pressures. These include a one-off GST Voucher Special Payment on top of the permanent GST Voucher for lower- and middle-income households; CPF Medisave Top-ups for all Singaporeans aged 45 and above; Personal Income Tax Rebates, Service and Conservancy Charges (S&CC) rebates; and enhancements to the Workfare Income Supplement scheme. MOF will be sending notification letters to about 2 million Singaporeans to let them know of their GST Voucher and GST Voucher Special Payment, and other Budget 2013 benefits in the week of 1 July 2013. The majority of the letters will be delivered by 5 July 2013. The letters will contain details on personal benefits and household benefits. To target the distribution of the letters, only those who are eligible for an individual benefit (i.e. GST Voucher – Cash, GST Voucher – Medisave and/or the one-off Medisave Top-up) will receive the letter.
