Government approval of new justice reform measures is very welcome. Fine Gael TD for Dublin Fingal and member of the Joint Oireachtas Committee on Justice, Alan Farrell, has welcomed the Government’s approval for two sets of proposals focused on reform within the justice system “I am encouraged by the Government’s approval of proposals to reform and strengthen the workings of the Garda Síochána Ombudsman Commission (GSOC) and to establish a new Independent Review Mechanism for the consideration of allegations which are received by Government.” “These proposals include extending the time limit for making complaints to GSOC from six to twelve months and broadening the functions of GSOC, for instance, allowing GSOC to hold examinations into Garda policy, practice and procedure on its own initiative. Strengthening communication between GSOC and An Garda Síochána is also contained which shows that the Government is acting upon the findings of the Cooke Report and taking its recommendations into careful consideration.” “In relation to situations where allegations are made to Government, an Independent Review Mechanism will be establishment in the shape of a panel of legal Counsel. The role of this panel will be to examine each case and, on the basis of their conclusions, make recommendations to the Minister including whether the case should be referred to GSOC.” “These proposals highlight the Government’s commitment to implementing meaningful reform in the justice system in order to create a more effective system and restore the public’s confidence in it.
