Government can gain time to deal with this problem Exxon-Mobile and other petrochemical corporations created (and made worse by funding denier misinformation campaigns for 18 years) by regulating and taxing their carbon emissions with a cap that lowers every year at a 5% of total emissions. Hans Schellnhuber has proposed to Obama a plan to do that that would NOT cause economic recession, but would simply defer GDP growth for seven years. Obama showed him the door. But only this level of quick action will have any effect—gaining a few years before the worst part of the effect, to adapt and relocate people away from coastlines. A certain amount of sea level rise is unavoidable due to human inaction on carbon pollution since the greenhouse effect was confirmed by a series of US Air Force research flights in the 1960s, and reported to presidents and presented to Congress—the danger of the effect is well-established and has been made clear to leaders and the public. Bailing out and relocating oil refineries while allowing carbon pollution to rise and rise is not going to address the problem in any fundamental way—only getting off fossil fuels will help, and at this point it will not evade the effect, only gain more time.
