Government corruption: The problem with rating countries based on government corruption is that an act of corruption is against the law. Governments can simply make that act legal and it is no longer corruption. The United States is the most corrupt government on the planet. They have simply made it legal to be corrupt. Whereas people go to a country in which the cops take bribes, and they think it is somehow worse than an entire government being paid off by corporations.
