Government is under tremendous pressure to provide free and affordable housing to millions of South Africans. Housing backlog has increased from 1.8 million in 1996 to 2.1 million in 2012. But the Financial and Fiscal Commission, says it will cost government up to 800 billion rand to address the massive demand for free housing by 2020. While government is battling to house the poor, corruption, tender fraud and substandard houses have exacerbated the housing backlog. Across the country building hijackings has had a huge impact on the economy, with municipalities losing millions of rand in unpaid rates and taxes. How can SA find effective ways of housing the poor and address some of these challenges?
