Governor rule wakes up officials in JK Babus who enjoyed political patronage start packing bags Fazal Khan Early Times Report Srinagar, Jan 10: Imposition of Governors rule in Jammu and Kashmir has woken up the bureaucrats and top officials from deep slumber as they were having a field day since the day Model Code of Conduct (MCC) was imposed in the state in October last year. Sources told Early Times that most officials since Friday have been recalling the Governor N N Vohras first stint when he took over the reins of the state in 2008 amidst Amarnath land row. Vohra during his first stint proved to be a tough and an active administrator. In 2008 Vohra took keen interest in the administrative affairs and ensured that all the reports reach to him every evening. He made all his subordinates believe that there is no chance for complacency, a senior official said. He said Vohra during his brief stint of a few months in 2008-09 reshuffled the bureaucracy on many occasions and ensured that none of the officials assume that they are indispensable. Sources said that in Srinagar where the official activities had almost come to a halt in absence of the government and after Durbar Move to Jammu, top officials today asked their subordinate staff to prepare a detailed report about the work which they have done during the past few months. Some officers even asked their staff members to tread a cautious path as Governors rule has been imposed and their political bosses are cooling their heels, they added. Sources said many incompetent people who enjoyed the political patronage during former National Conference-Congress regime are in a shock as they know that their days are numbered. Many top posts are being held by the people who were close to the politicians from NC and Congress. They were awarded plum postings only due to their influence. Many such officers during the past few days were seen hovering around the residence of the Peoples Democratic Party patron Mufti Mohammad Sayeed and top BJP leaders as they were hoping that PDP and BJP would form the next government in the state. JK being put under Governors rule has dashed their hopes and they are now thinking who to approach as everyone cannot reach Raj Bhavan, sources added. Many officials are of the opinion that Vohra has all the qualities of being a tough administrator due to his strong administrative background and his experience. Its very difficult for anyone to take him for a ride, opined an official. Pertinently, its for the second time in the past six years Governor NN Vohra has got the chance to take over the reins of the state. Vohra took over as Governor of the state and assumed office on June 25, 2008 amidst Amarnath land row across Jammu and Kashmir. During his earlier tenure in the state, Governors rule was imposed in JK on July 11, 2008 to January 5 2009 after the fall of Ghulam Nabi Azad-led coalition government. Vohras first five year tenure as Governor of the state was to end on June 25, 2013. However, his term was extended by the Congress led UPA government term on April 27, 2013. Vohra, a pass out from Punjab and Oxford Universities, has served in the IAS cadre between 1959 and 1994. He served as Principal Secretary to Prime Minister I K Gujral in 1997-98 and was a member of the National Security Advisory Board from 1998 to 2001 when the NDA government was in power. He also headed the National Task Force on internal security and co-chaired the India-European Union Round Table in 2001. In between, he also served as director of the India International Centre and was chairman of the IDSA review committee. For his service to the nation, Vohra was awarded the Padma Vibhushan in 2007.
