Governor takes charge Holds crucial meetings with Secretaries, DGP Holds crucial meetings with Secretaries, DGP Jammu, Jan 10: Governor N N Vohra Saturday formally took over the reins of Jammu and Kashmir government in the wake of Governor’s Rule imposed in the state after caretaker Chief Minister Omar Abdullah opted not to continue till formation of the popular government. Vohra arrived at Civil Secretariat here in the afternoon and assumed the office after customary Guard of Honour. Vohra later held meetings with senior civil and police officials in his office chamber in the Secretariat complex. The Governor held an introductory meeting with all Principal and Commissioner Secretaries, which was followed by one- to- one meetings with Chief Secretary Iqbal Khandey, Principle Secretary Finance, B B Vyas , Principal Secretary Planning, B R Sharma, and other heads of vital departments. The Governor reviewed the upcoming projects and ongoing works, besides financial status of the state. Sources said that Vohra also reviewed day to day details about the relief and rehabilitation process for flood victims, as well as for border people affected in the backdrop of shelling. An official spokesman said the Governor asked the Secretaries to take effective steps to ensure that the functionaries of the departments and agencies under their charge attend office punctually and work with due devotion. He also stressed the importance of ensuring efficient and honest functioning of various public service delivery organizations and timely redress of public complaints and grievances The Governor called upon all the Secretaries to clear all pending cases and asked the Chief Secretary to send him all the cases which relate to policy or significant decisions. He urged them to take all necessary steps to achieve the objectives of good and responsive governance in the State, at all levels of functioning. K. Rajendra Kumar, Director General of Police, called on the Governor at the Civil Secretariat. The Governor reviewed the internal security situation in the state with Kumar and urged him to ensure effective maintenance of internal security. In the discussions with different secretaries, the Governor reviewed all major issues relating to the current Annual Plan, formulation of the Annual Plan 2015- 16, budgetary issues, payment of wages to casual employees and other matter relating to fiscal management. Pertinently, as stalemate over formation of democratic government in Jammu and Kashmir continued, Governor’s Rule has been imposed in the state under Section 92( 1) of the Constitution of J& K. It is the sixth time since 1977 that Governors Rule has been imposed in Jammu & Kashmir. In 1977, Governor’s Rule was first time imposed in state when Congress withdrew support to Sheikh Muhammad Abdullah government. Similar to the present situation, Governors Rule was imposed in state in 2002 after then chief minister Farooq Abdullah refused to be caretaker chief minister, prompting the then governor G C Saxena to impose the central rule. However the Governor Rule lasted for 15 days only after PDP and Congress cobbled up numbers to form the next government. Later in 2008, Governors Rule was again imposed when Ghulam Nabi Azad quit as the chief minister after PDP withdrew its support to his government over the Amarnath land row. N N Vohra headed the government for 178 days and conducted elections in 2008...
