Governors Surprise visit to Kaptalamwa Health Centre.... Elgeyo Marakwet Governor Alex Tolgos stormed a health centre on Monday night and was shocked to find no staff in the facility. Tolgos, who made the impromptu visit, made rounds at the Kaptalamwa health centre in Marakwet East for about 10 minutes before one staff member showed up. “Where have you been and why is the hospital deserted? Where are other staff? What if there was an emergency, who would attend to patients rushed here?” posed an agitated governor. The male health worker was lost for words only saying he had rushed to the nearby shopping centre as the facility remained unmanned. The governor was also shocked to learn that he was the only staff at the facility on night duty. Asked where the other staff were, the health worker said he had been left to take care of the facility since he lived near it while the others stayed far from it. Tolgos was further disturbed by the fact that there was no duty rooster showing who was supposed to be on duty for the month of September. “This is clearly a case of desertion of duty by all of you and I will not tolerate this. All of you should write letters to me detailing where you were,” he demanded. The governor continued to admonish the lone staff member saying he had worked hard to ensure that health workers in the county were paid their salaries on time. “Have you heard that health workers in other counties have not received their pay for two months? Yet I had gone out of my way to ensure you have been paid and this is how you pay me back by absenting yourselves?” Tolgos went on. Curious residents milled the hospital on learning that the governor had stormed it and were equally perturbed by the situation. Tolgos told them to help him ensure that both county and national government staff remained accountable in their duty stations. “You should demand services because this is your right as citizens. Report staff like those of this hospital who earn your taxes yet do not deliver services to you and we will take firm action,” he said. The governor, while supervising projects in the area, also put on the spot a contractor hired by the Kenya Rural Roads Authority (Kerra) to murram the Kapyego-Chebiemut road. “The contractor instead decided to pour sand that looks like murram. Now it is raining and the state of the road is worse than its initial state. This contractor should be surcharged and even prosecuted for this fraud,” demanded the governor. Residents using the road had first took the governor to task over the road thinking it was the county government that had done it prompting a clarification from the Governor. “As county governments we will not condone this and Kerra should ensure their contractors do roads properly,” said Tolgos.
