Govt. of India and other state Govts. in India are appointing many Regulating bodies. It is understood these regulating bodies are always unable to do their job due to unavailablity of proper no. of staffs - understaffed. Even there are many judges posts unfilled and not able to clear cases pending for years! Is India underpopulated or poorly educated to fill the many vacant posts, not only in Judiciary but also in many Depts - example Police depts? If sufficient police men were not posted how can there be Regulation of Law and Order. In Chennai, two wheelers are FLYING at high speed and they were driven even on the scarcely available platforms. If the Governments are running short of funds to pay for the appointment of sufficient staffs they can prune any unwanted expenditure to prioritise for the essential staffs/works.
