Gov’t to Compensate Teso for Lost Cows Pat Robert Larubi Museveni in Soroti for the NRM Victory Day celebrations President Museveni has assured the people of Teso Sub-Region that they will be compensated for their lost cattle as soon as the Attorney General’s Office completes the verification exercise. “The compensation delayed due to lack of records. During the confusion, records were not kept. It was not known which cows were eaten by the rebels, Karimojong cattle rustlers or by government soldiers. I have instructed the Attorney General’s Office to hasten the verification exercise,” he said. The President stressed that even if the Civil Service continues to delay with the verification, he will send the Army to do it. He called on the people to embrace whatever is provided to them in terms of breeding stock, whether through NAADS, restocking or compensation because what is important is to have the cows for eradicating poverty. The President was Monday officiating at the 29th anniversary celebrations of the NRM government at Soroti Sports Ground in Soroti Municipality. The colorful celebrations run under the theme ‘Steady and Sustainable Transformation of Uganda: NRM’s Core Mission’. The celebration was attended by, among others, the Vice President, Mr. Edward Kiwanuka Ssekandi, Cabinet Ministers, Senior government and security officials, Members of Parliament, cultural and religious leaders, members of the Diplomatic Corps and NRM leaders countrywide. President Museveni inspected a guard of honour on arrival that was mounted by Officers and Men of the UPDF, Police, Prisons and various civilian groups who later performed a spectacular march-past that was crowned by Ms. Grace Arengo who rode a bicycle while balancing a small pot painted yellow with NRM inscriptions on it. Following the tradition, medals of various categories that included the Nalubale, Golden Jubilee Independence and others, were awarded to over 370 recipients. In the sports category, the She-Cranes team scooped the Golden Jubilee Medals in recognition for their efforts in putting Uganda on the world map in the net-ball games. Journalists who were recognized and received the Golden Jubilee Independence medals included Tom Ndugwa, Charles Byekwaso and Ssali Charlotte who are veteran broadcasters on the then Radio Uganda and Uganda Television. The Prime Minister, Dr. Ruhakana Rugunda, General Katumba Wamala and Major General Kahinda Otafiire, among others, received Medals of High Profile Exemplary Service Order Class One in the Uganda Police Force. After the award of medals, President Museveni handed out cheques to the youth of Soroti district to help them kick start various businesses that will improve their livelihoods. The President, however, reiterated government commitment to eradicate poverty in rural as well as in urban areas through the new approach of using Army Officers to oversee the ‘operation wealth creation’ programme. He introduced the Army Officers who have been tasked to carry out the exercise in Teso Sub-Region and Kaberamaido area. They include Col. Peter Omoding, Lt. Col. Bosco Omure, Lt. Col. Richard Okwakol, Robins Olinga, Majors James Emaru, Francis Osama, James Micheal Ocung, Engoru, EIisa Echodu, Steven Okure, Enos Ejoku Okiror and Captain J.J. Opedo. President Museveni told the gathering that following the success of the exercise that was initially targeting families of veterans, the Army was then tasked to roll out the distribution of breeding and planting materials to all wananchi throughout the country. “We are going to cause a revolution in agriculture in Uganda like we did in security. There are few farmers who have heeded the advice and are rich. The point is we must all be ‘abarata kere’ (prosperity for all), but not ‘abarata kanu icie bon’ (prosperity for a few),” he observed. On the situation in Teso Sub-Region, President Museveni noted that a lot of achievements have been registered the paramount one being peace by neutralizing the UPA and Kony rebels; transformation has taken place in education and health sectors and infrastructure like roads and electricity have been put in place using governments money. “There are people who are skeptical like the Biblical doubting Thomas. When NRM said we are going to bring fundamental change, they said we were merely talking. Look at the electricity that is lighting up almost the whole of Teso Sub-Region. Then I heard my daughter Alaso saying she was the one who brought electricity to Serere. Some of these people have no shame in telling lies. These are all plans of NRM government,” he said. President Museveni earlier introduced retired Police Officer Christopher Gala, who was the District Police Commander Masindi, to the gathering and told them of a touching story of how Gala went safely through their hands during the struggle and was victimized and sent to Luzira by the Obote government for not getting killed by the NRA fighters. President Museveni also introduced the new team of the NRM Secretariat to the people and stressed that the Party will now grow strong because of the energetic young team that will devote itself to the affairs of the Party. He announced that the team has already exhibited it capabilities as manifested in the recent Busia LC5 by-elections where the new Secretary General of the Party, Hon. Justine Kasule Lumumba, reconciled opposing camps which led to the NRM victory. He thanked all members of NRM organs for supporting and approving his nominations.
