Gross Enrollment Ratio (GER) in Higher education means nothing but the percentage of people in the age group of 18-25 who are enrolled for tertiary education. This GER is high in some nations - Spain (82), Japan (63), Italy (60) and Germany (42). The worldwide average is 29. No prizes for guessing, India is waaayy below the average - it is just 19..! Karnataka in specific is just above 25. It is a clear case that GER is high in those Nations where entire education (Elementary to Post graduation) is available in the language of the people. Today, Higher education is completely absent in Indian Languages. Even the likes of Hindi (on which the Central Govt invests hundreds of crores every year) does not have the complete education system built in it. How can you expect more and more inclusion if education is available in a foreign language?
