HEAD START DISABILITY SERVICES CONSULTANT L.A. County Office of Education - Santa Fe Springs, CA 90670 Los Angeles County Office of Education (LACOE) is seeking qualified applicants for the position of Head Start Disability Services Consultant for the Head Start-State Preschool Grantee Office. The Head Start-State Preschool at LACOE is one of the largest in the nation and contracts with various early childhood education agencies that employ a staff of more than 3,000 people to provide direct services to children from birth to five years old and their families within diverse communities throughout Los Angeles County. The Head Start Disability Services Consultant develops, evaluates, and redesigns educational programs for those with disabilities for Head Start and its delegate agencies. Incumbents in this classification monitor and evaluate delegate agencies on the quality and the delivery disability services to enrolled children and their parents, and develop solutions to improve program services and effectiveness. Additionally, the Head Start Disability Services Consultant ensures that all staff, delegate agencies, and parents are up-to-date on local, state, and national trends within disability services field, and serve as the community advocate for disability services needs. The Well Qualified Candidate… has the knowledge of: Principles and techniques of adaptive education Early intervention and special education curricula, trends, and laws (e.g., Individuals with Disabilities Education Act) Methods in assessing and evaluating the quality and delivery of special education services Human development including cognitive, physical, social, and emotional prenatal, infant, toddler, preschool, and maternal development Head Start Performance Standards, Head Start Act, Community Care Licensing (Title 22), and related legislation Techniques and methods of staff development, and training and technical assistance Assessment techniques used to consult with assigned agencies on identifying strengths of children and families Community resources including family support services, emergency and crisis services, and child protective services Cultural differences that influence parenting skills and family environments Techniques in counseling parents and children in family and community service areas Applicable computer software as related to report writing, record keeping and analysis has the ability to: Plan and organize multiple activities simultaneously Accurately present technical information Facilitate group discussions and meetings Interpret and analyze health regulations, research, and trends Effectively represent Head Start and LACOE within the community Influence state and federal policymakers Communicate effectively, orally and in writing Establish and maintain effective working relationships with a variety of individuals and groups Identify and analyze complex problems and recommend viable solutions Model communication and interaction that respects and includes all individuals and their languages, abilities, religions and cultures EXAMPLES OF DUTIES - Duties may include, but are not limited to the following: Develops content, policies, and procedures for disability services, to meet local, state, and federal regulations Facilitates coordination between delegate agencies, and public and private disability service organizations to address the needs of enrolled children and their families Facilitates relationships between delegate agencies and families to access services that support child and family well-being Provides consultation and expertise regarding needs assessment and goal setting for parents and enrolled children Provides technical assistance and support to content-area managers Interprets research findings, community assessment data, and Head Start Program Performance Standards to develop LACOE Head Start – State Preschool Division program guidelines Monitors delegate service delivery through site visits and validation of data submitted by delegate agencies, and follows through with strategies for resolving identified problems and guidance on continual program improvement Uses information from the national Early Childhood Learning and Knowledge Center (ECLKC) and national and regional Training and Technical Assistance (TTA) providers to develop support materials and resources for internal and external staff, to keep them current on disability trends, research, rules, and requirements In coordination with the TTA team, develops, implements, and coordinates staff, delegate, and community training programs related to disability services Provides specialized information in the preparation of applications for disability services, and participates in the annual planning and refunding process Represents LACOE Head Start on local, regional, or national committees or councils to address disability issues and trends May provide direct disability services on an interim basis when delegate agency lacks appropriate staff for the content service area Performs related duties as assigned Education: A masters degree with major coursework in special education, early childhood education, speech pathology, physical therapy, educational psychology, or a field closely related to the knowledge and abilities requirements of this classification, from an institution of higher learning accredited by a regional accrediting organization recognized by the Council for Higher Education Accreditation. Experience: Four years of experience administering or coordinating child and family disability or early childhood intervention services in a multi-disciplinary setting, including two years of experience in administering or coordinating disability and early childhood intervention services in a Head Start program, or similar early childhood education agency providing services to low income families. Additional Requirements: A valid California drivers license and the availability of private transportation or the ability to obtain transportation between job sites is required.
