HEAVY EQUIPMENT BURNED BY NPA IN LAAK, COMPOSTELA VALLEY NPA members believed to be of FC34, SMRC burned a Caterpillar Buldozer personally owned by Mayor Navarro of Laak, Compostela Valley Province. Yesterday at 8 o’clock in the morning, Charlie Company of 60IB based in Laak, CVP confirmed the report from the locals informing the burning of the said equipment. Accordingly, the equipment was burned in Sitio Kibo-aw, Brgy Kiokmay in Laak at 1 o’clock early dawn yesterday by two (2) armed men and suspected members of FC 34. The perpetrators immediately withdrew towards Brgy New Bethlehem, Laak. Troops of Charlie Company led by CPT GAMOS still conducting assessment in the area and pursuit operation to the enemy withdrawal route. The Mayor is now requesting for the installation of Patrol base in the area. The 1003 Infantry (Raptor) Brigade, 10ID, PA based in Brgy New Visayas, Sto Tomas, DDN thru Col Ricardo Nepomuceno, the Brigade Officer-in-Charge condemned the burning incident. “Mayor Navarro is considered civilian and that he and his properties is subject for protection under the CARHRIHL”. In Article 4 Para 4 part 4 of the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL) where the CNN is one of the signatories states that… Civilians and together with their property shall not be the object of attack… likewise protected from indiscriminate strafing, arson… and other similar forms of destroying lives and property… (Tito A.
