HERE IS OUR PUEBLO POLICE REFORM POLICY - Pueblo might be going to the voters with police accountability legislation. We drafted the most progressive possible in the attached and will perfect it for the spring/summer with a group of researchers to make sure we are presenting the best in the US - the trend is for a combination Ombudsman, which some towns call Independent Monitor and Citizen Review Board which over eight civil rights groups in Pueblo have called for, for a very long time. We will be perfecting the legislation and will present it to city council to adopt or we can go to the voters with it, getting signatures next spring/summer. Most think we can win if we go to the voters and we were advised to do so from some powerful insiders. Even top police detectives admitted that if we get on the ballot they think we will win as Pueblo has asked for police reform for many years. We will be explaining more about how this legislation works but its awesome - basically the paid ombudsman would review police complaints and would be at officer involved shootings. He would also make policy recommendations to the Police Department. The Citizen Review Board would be a group of citizens, some from the most needed part of our community like the East Side. The Citizen Review Board will be like others throughout the US meeting to address police accountability issues and making recommendations to the Independent Monitor. We feel this combo ombudsman / citizen review board will help restore trust between the people and the police because this town, according to mass surveys, does not trust that the police can police themselves and they say Internal Affairs simply doesnt work and is hostile. Even the Chief is saying that most complaints arent even coming from the people but from officers who too are weary of the dirty dozen and then some officers who are abusing our citizens. We are also working on body cam policies that if the city wont adopt suggestions to protect citizens and provide greater transparency not less - we can add into our legislation to make sure the city complies with our wishes and not their policy coverups that protect police and not our people.
