HEY MIDDLE SCHOOL COUNSELORS -- SUPT GARY COHN DOESNT WANT THE SCHOOL BOARD COMMUNICATING WITH YOU ABOUT YOUR JOBS, EVEN THOUGH THIS IS PERFECTLY LEGAL AND IS IN NO WAY AN UNFAIR LABOR PRACTICE AS HE HAS MISLED THE SCHOOL BOARD TO BELIEVE. Evidently, during the Tuesday June 24 board meeting, someone speaking on behalf of Everetts middle school counselors presented the school board with a packet of info to be shared with amongst the 5 school directors. Pretty safe to assume the counselors did this because they wanted to make sure that board members were aware of information about how they do their jobs in the school district. Smart move, counselors! The problem is, Gary Cohn, your superintendent, is working very hard against you. He is working diligently to undermine any contact you have with the board, because the Gary Cohn wants to have have the ability to gatekeep any info the board is given about your work and your concerns about your work. Why? So he and your EEA union representatives can control the negotiations process, leaving the board out of the loop as much as possible, and leaving you individual counselors and teachers out of the loop as much as possible. How do I know? I lived it! The board isnt told squat about contract negotiations other than what the superintendent and his cronies want the board to know and want the board to think. (Got news for you -- your union, the EEA, is the very same way. Jared Kink isnt doing you any favors -- he is in very thick with the administrations as was Kim Mead.) As Gary Cohn was caught lying to the school board two years ago during negotiations with the EEA about collaboration time (to be taken from student instructional hours) and early release days (Now Fridays, but originally bargained as Wednesdays) when he told the school board it would be a violation of PERC rules and an unfair labor practice to run the proposal past teachers, parents and the community, publicly, for their feedback -- Gary Cohn is, as expected and as usual -- lying to the school board again. Read the following excerpt of page 1 of his June 28 Friday Report to the board as posted by Rodman Reynolds in another thread on the Everett School Board Project. Just four days after the middle school counselors presented their package of information they wanted the school board to know about on Tues June 24 -- as is their RIGHT to do -- Gary Cohn makes it seem to the board that if they communicate with any school counselors (or their spokesmen) about their school counselor issues, the school board (i.e. the school district) risks being guilty of an unfair labor practice by the Public Employee Relations Commission. This is hogwash. Nothing could be further from the truth. The law is very clear on what constitutes an unfair labor practice, and the board simply talking with school counselors and asking them questions, or meeting with them about their concerns is in NO WAY an unfair labor practice, and is perfectly legal. Dont take it, middle school counselors. Tell Gary Cohn that you are tired of him standing between you and your elected school board officials in order to keep control of you, and to keep his cozy relationship with Jared Kink and Kim Mead. If anything, what HE is doing should be an unfair labor practice. You, as district employees, have EVERY RIGHT to come to the board with your concerns, and the board, collectively and as individual members, have not only the right, but the duty to hear your concerns and listen to you. DO NOT LET GARY COHN BULLY YOU. AND, prepare for -- and document -- any retaliation. Remember: If it wasnt written down, it was never said. If it wasnt written down, it never happened. (Gary Cohn quoted from page 1 of the June 28, 2014 Friday Report) Board Meeting Follow-Up Middle School Counselors: During the June 24, 2014 regular meeting, a spokesperson for middle school counselors who addressed the board requested that a packet of information be presented to the directors. The package was scanned and isattached here. Directors are reminded that the board is obligated to bargain with the elected and recognized representatives of the Everett Education Association, and not individual groups of employees within that unit. To do so may be determined by the Public Employee Relations Commission to be an unfair labor practice. Bargaining with the EEA on the current contract was concluded two years ago, and the contract has been opened twice in accordance with its terms. (The most recent agreementsto amend are included in the consent agenda for the July 1, 2014 regular meeting.) The district has adhered carefully to the contract provisions related to agreed-upon counselor staff allocations. Attachment: Middle School Counselors packet 20140624.pdf (2,718 KB)
