HHS was totally wrong agency to manage Healthcare.gov. That said, most people do not seem to have the least clue just how $#%! complicated this crap was. Well start with -- if you have not factored in HIPA compliance issues, please shut up. If you have not factored in the problem that every state has its own separate set of laws governing both the sale of insurance. OTOH, no one at the top levels of government seemed to have any idea how complicated this would be, or how to manage it. Didnt we create a CIO position for precisely this reason? None of which, of course, has anything to do with the actual merits of the law any more than ECFS has anything to do with the merits of any particular FCC proceeding.
