HOUSE OF REPRENTATIVES FEDERAL REPUBLIC OF NIGERIA VOTES AND PROCEEDINGS Mr speaker announced that he had examined and approved the vote and proceedings of Tuesday,11 February,2014 By unanimous consent, the vote and proceedings was adopted. The Hon. Alphonsus Gerald Irona(ohaji/Egbema/Oguta/oru west federal Constituency) Observed that Shell Petrolem Develop Company (SPDC)s Live wire Programme in its host State is Characterized by needless discrimination. He stated that the programme is aimed at inspiring and supporting young people of the SPDC host Communities to start up their own business through provision of finance and traning, but regretted that it has excluded Imo and Abia. He there urged the House to consider the matter as one of urgent public importance and suspend Order VIII, Rule 46 (3) so that the matter could be debated forthwith. Question that the matter be considered as one of urgent importance, put and agreed. Question that the matter do suspend Order VII, Rule 46(3) to enable the matter forthwith, put and agreed to. Urgent Need to Stop SPDC Discriminatory Policy in Her Live Wire Nigeria Programme in its Host States: Hon Irona: Note the high rate of unemployment in Nigeria especially among graduates and young school leavers; Aware that the Shell Petrolum Development Company of Nigeria Limited(SPDC), operator of the NNPC/Shell/Total/Agip Joint Venture as part of its corporate social reponsibillty carry out yearly Shell live Wire Nigeria Programme in Niger Delta region (its Areas of operation-Rivers,Delta,Bayelsa,Imo,Abia,Akwa Ibom States); Further aware that the live Wire Nigeria Programme is aimed to inspire, encourage and support young people aged 18-35 years to start up their own business through the provision of finance and training for young entrepreneurs to be self reliant and further create employment opportunities in Nigeria; Worried that despite the existence of SPDC operation in Oguta/Ohaji Egbema in Imo state and Ukwa in Abia State for over thirty years, Both states were excluded in the Shell live Wire Nigeria Programme; Further worried that this said development has occurred at a time when the country is battling with crises of insecurity in oil producing Areas; Regretted that ever since the revelation of this discriminatory act, the SPDC has not responded in any positive way either by contradicting the allegations or taking any action(s) to redress the allegation; Resolves to: Mandate the Committes on Petrolem Resources(Upstream) and Gas Resources to Investigate the alleged exclusion of Imo,Abia,Akwa Ibom States (SPDC host States) from the Shell Live Wire Nigeria Programme meant for their host State and report back to House within two weeks (Hon Alphonsus Gerald Irona-Ohaji/Egbema-Oguta-Oru West Federal Constituency). Question put and Agreed to. Motion referred to the Committee on Petroleum Resources(Upstream)pursuant to standing Order VIII,Rule 51(5) (HR.15/2014)
