HPCA seeks stay on MC order to remove illegal structures SHIMLA: As Shimla municipal corporation has served five-day ultimatum to Himachal Pradesh Cricket Association (HPCA) to remove illegal structures from the cricket academy in Lalapani, HPCA on Thursday approached the high court to seek stay on the order. In a notice served on September 2, the municipal corporation has made it clear that if the cricket body fails to remove the illegal structure during the given period, the civic body shall do so but HPCA will have to pay the expenses. As a first step towards starting the demolition proceedings, municipal corporation on Thursday disconnected water supply to the cricket academy. HPCA says that for construction in the green belt, permission was taken from Union government while land for the academy was leased out by state government for 99 years. While HPCA claims to have obtained due permission for construction of the academy, Shimla municipal corporation claims that work was carried even after the blueprint was rejected, and no such activity could be allowed in the green belt. Shimla municipal corporation had last year ordered demolishing of the cricket academy in Lalpani area for violation of green norms and unauthorized construction. On the issue of construction in green belt area, HPCA claims that they had taken permission from Union ministry of environment and forests under the forests conservation Act (FCA) by depositing the required amount that overrules local legislation. An official from HPCA, requesting anonymity, said that two bathrooms, one for girls and another for boys, and a changing room were constructed which are now being termed as unauthorized construction. The official said that since the land to be leased out was a forest land, HPCA had taken up the matter with the forest department for diversion of 0.671 hectares of forest land for non forest purpose. The official said that HPCA deposited a sum of Rs 7,06,295 in the shape of compensatory forestation and net present value of forest land. -TOI
