Hagupit has intensified again and has returned to supertyphoon status. With extreme weather events expected to become the new normal, how do we keep Philippine communities humming? How will we boost the resilience of Filipinos who are socially, economically, or institutionally marginalized – and are therefore highly vulnerable? After strong typhoons like Washi (Sendong), Bopha (Pablo) ,Haiyan (Yolanda) and now Hagupit (Ruby), how do we bounce forward so that vulnerable communities can keep their development gains for the long term? It can no longer be business as usual. As the challenges of climate change scale up, all adaptation interventions – boosting resilience and managing risk, providing robust lifelines for business and trade, and strengthening economic competitiveness – must always be seen through the climate lens.
