Haiti How did we get from dereliction of duty to call of firing the Prime Minister? It is hard to imagine in the US or in France a small minority of senators refusing to hold an up and down vote on a crucial legislation for a sustained period of time. Once a law has passed the lower chamber of parliament the senate duty is to pronounced itself in a vote to uphold or reject the law. We want article 295 instead.The legislators cannot decide that they will escape there duties by not voting a law.It is a position that in effect rigs the democratic process.In mature democracies people would have gotten to the streets to protest the OUTRAGE of a rogue parliament.In Haïti,politicians have chosen to abuse once again the people of a nascent and fragile democracy for the sake of personalized political dog fights.Some will say that these are the words of a diaspora who does not understand Haitian reality.Haitians seem to think that there politics is more complicated than the one of others or smarter ( read more devious and unprincipled ) than others.While everybody claim vehemently to defend a just cause the standards that should be applied are arbitrary and changing according to the circumstances or the adversary to bring down.Those who think that this is about Michel Martelly and an election are greatly mistaken.This is about the moral fabric of the country with a reflex of instability .Over the past 30 years Haiti has seen so many political outrages that a certain numbness has settled in.Many civil society organizations, which could have been moral anchors,have further hurt the country by compromising there statures in partisan positions or outright incompetence.Who now remembers Senator Steven Benoit ( and indirectly the president of the National Assembly) not respecting his signature in the El Rancho accord.Respecting a contract is one of the pillars of organized society.Two Nouvelliste editorials made excuses for him. THE CALL FOR RESIGNATION OF THE PRIME MINISTER: In this subject there is a context and a culture: A context: After the World Cup, in the month of August, the six senators were in a tight corner.Les feux de la rampe was on them.The Haitian primature seem to have a cohesive approach to turn the heat on them.A dovey approach by the presidency allow these senators to come out of there corner by saying that any negotiation with them should pass by 6 radical political parties most of them counting no members among the group of six senators.Furthermore in what appears to date to be a lack of gut or a series of strategic and tactical errors the government started these excruciatingly long period of consultations.It significantly removed the immediate pressure on these rogues senators.The vacuum allowed the system ( read unstable system like in unstable thermodynamics) to revert to one of its preferred sports: The change of cabinet.A subject at the South Pole of the senators refusal to vote on the electoral law. A culture: Again,those who think this about rather the Prime minister being evil or not are greatly mistaken.The unstable system has been eating Prime ministers for the last 30 years. In complexity science this is, like the call after 2 to 3 years for a president to resign is called recursive motion or a recursive loop. The reason why it causes so much trepidation and excitement ,with futile speculations about potential replacement , is the potential window of direct or indirect access in a country were opportunities can be scares. The Palace intrigues and the power plays,: I did not primarily talk about these as I always think that they tend to be epiphenomenons. Like in a movie I would like to mention some actors in the credit: ( This is a surreal movie) -The President brother in law in a cameo appearance, inviting himself at the wrong rally for the wrong reason. -Senator Moise protesting the British war vessel -Operation Burkina Faso - Operation poté kolé - Sak sanblé rasenblè -Haitians falling all over themselves about the Martelly TV5 interview. - The Haitian senate comity which will investigate the tear gas to establish if there is a plot to slowly poison or dumb down the opposition - Max Mathurin finally back to work - Ti Pètion (?)
