Hurricane Arthur right now: Arthur hit the North Carolina outer banks as a category 2 hurricane while you were sleeping last night. At this hour its churning over the northern end of the North Carolina coast. Eleven counties have declared a State of Emergency: Beaufort, Brunswick, Carteret, Craven, Currituck, Dare, Hyde, New Hanover, Onslow, Pender and Tyrrell.
