Happy birthday to my fellow chiefs. The Chief Petty Officer rank was established on this date in 1893. It remains the only permanent rate in the navy. This means that the captain can never take the rank away at a mast, unlike the blueshirts. The fouled anchor is our device. It is a sign of poor seamanship, but it really signifies days of old, when a leading seaman would have special privileges bestowed on him from the captain for leading the party that freed a fouled anchor. Chiefs to this day share a special honor unique in all the armed forces. A good skipper has good chiefs and vice-versa. Im proud to come from the fraternity of initiated chiefs. I endured a time tested rite of passage and the day I donned my anchors was one of the most special days of my life.
