Has a very interesting meeting with Sam Fernald with NM Water Resources Research Institute and Greg Daviet a local pecan farmer (who is wicked smart when it comes to water issues). So it looks like the three hard pieces of legislation I will be introducing in the upcoming year are: 1. Changing measurement from diversion to depletion. Currently we do the former, and it is not accurate in many cases as water diverted will be put back in the system. This happens when farmers irrigate and water goes back in to the acquirer or cities clean up water and it is put back in the river. What we really need to know is how much water gets evaporated and therefore exist the system. 2. A drought bill needs to get introduced that talks about how water is conserved/banked during drought years. The lower Rio Grande working groups is coming up with what looks like a decent proposal and we should look at doing something statewide. 3. Requiring cities, mutual domestics, and private water companies to bill based on a water budget. This is being done in more places around the US, and Israel has a really good program. I think this is critical if we are going to incentivize efficiency. There will probably be more to come...
