Having been here for a number of years I feel I can say that one of the worst things which has ever happened is the 22nd amendment. That amendment limits presidential tenures to two terms. What I have seen since its adoption is that effectively, it limits governmental function to alternating four year periods one of which allows some accomplishment and the second of which is a lame duck term. It is used as a wait the bastard out term. Prior to the enactment of the 22nd amendment there was always a chance that the actions of the president would earn a third or a fourth term if matters in governance produced good results. Roosevelt was in for four terms and accomplished quite a lot which pleased the working people and displeased the Republican Party which immediately set about to produce the 22nd amendment. Our government has not functioned well since that amendment was adopted.
