Having to install an act like this in fact is the declararation of bankruptcy of all democracy and freedom! To say that it is a must under the given situation does not change anything. In fact the only chance to reverse to what has come to be reality is to fire all responsible people and their followers who either made it or even "only" allowed it to become as it is! Again take Germany as an excample - and perhaps right after WW2 we find the reason why it all was possible to become as it is - as only a minor group of Nazis were taken to court whilst the majority of those who supported the Nazi system stayed in their position or soon after the war were reinstalled. The Allies often used "the knowledge and experience" of leading Nazis for their own system. And in Germany it happened again right after the fall of the Iron Curtain that people who strongly supported the injust system of the former DDR got into our system and even became chancellor! Who dares to expect that a system is stable, free, and save if things like that happened and happen still. Most of the times systems destroy themselves from within. For a short periode of time it may be able to stabilze by setting up an artificial threat from outside and due to this "threat" start to cut the rights and liberties of its own people. This is exactly what is happening and we all are in this state currently - so it is a matter of time only - and there is not much left! - that the existing system that we live in will collapse if we do not dare to reinstall democracy and freedom and remove all - all! - of those from their positions and take them to court who either made it or even "only" allowed it to become as it is!
