Health Situation in Sulu: A Success Story, a result of Good Leadership in Sulu, - DOH-ARMM Sec. Sinolinding, Sulu health Summit 2014 November 11, 2014, ACC Sumadjah hall, Patikul, Sulu- DOH-ARMM Sec. Kadil M. Sinolinding, Jr, DPBO, describes the health situation in Sulu as A Success Story, and credits result to the Good Leadership in Province of Sulu, during a gathering of Public Health workers, Tuesday, from the 19 municipalities, including those of the barangay in the Province, for the Sulu Health Summit 2014. The aim is to share good practices and accomplishments, discuss issues/concerns, and strategies on public health program implementation. Sec. Sinolinding , Sulu Vice Gov. Abdusakur M. Tan, members of the provincial board, and 15 out of the 19 Municipal Local Chief Executives, and other officials attended the summit. Integrated Provincial Health Office (IPHO) Chief, Dr. Fahra T. Omar, PHO II, express her gratitude to USAID, Pilipinas Shell, and official donor agencies (ODA) for their assistance and commitment for the betterment of the state of health service in the province. Dr. Omar called the attention of fellow health workers on the need to promote and improve the number of expectant mothers giving birth via Facility Based Delivery, ensuring that expectant. mothers would have sufficient care and attention. Traditional Pandays or Hilot home delivery, is a widespread trend in the province. Moving forward, The Tuberculosis (TB) Program yielded positive results with a case detection rate of 57% and cure rate of 70%, all in the 1st third quarter of 2014. An 8% increase in cure rate from last year of the same quarter. Malaria has only 1 case this year compared to 3 cases last year. Leading causes of Mortality 3rd quarter 2014 1. pneumonia 2. Psepsis 3. Gastroenteritis 4. Cerebrovascular Accidents, according to the IPHO report. The presentation of good practices among district health units by their respective district heads, reflected the cooperation and assistance of Local government Units(LGU) to health units in their area. This made the implementation of health programs sustainable. Aside from salaries and wages, infra and logistical support were also provided. The partnership between Health workers and LGUs, plus support from relevant organizations, strengthened the capability of the health sector in the province. It made possible Intervention activities and Health programs, like, Water purification system in Pangutaran, Dawhat Kasambuhan (Aim for Health) OK ni Ben, a priority program of Mayor Bensar Estino which aims to strengthen collaborative partnership among different stakeholders in Panglima Estino, Construction of a well ventilated TB Dots Center separate from the main health center in Maimbung. The Health workers of Luuk District Hospital, extending manpower assistance to Rural Health Units in Omar Municipality, a newly created LGU. Tapul district hospital has a 24/7 doctor on duty, with laboratory, pharmacy and other services plus web connectivity. In Tongkil, Cash and gift Incentives are given to mothers giving birth at DOH Health facilities in the area. In his message, Sulu Vice Governor Tan praised DOH-ARMM :Sec. Sinolinding for the leadership and support given to the Health workers. Sec. Sinolinding, is one of the best Cabinet member in the ARMM. , Tan said. He also commended health workers and the local executives for the good programs and interventions to improve the quality health services delivered to their constituents. VG Tan assured health workers that the provincial government is ready to assists health sector in their plight for better health care services. The Provincial Government is willing to provide seed money in the amount of 1 Million pesos for improving the state of health services in the province. According to Sec. Sinolinding, additional plantilla positions for the DOH-ARMM are being worked out. Once approved, additional item positions will address the shortage of manpower and security of tenure for health personnel. He also reminded health workers to include Pandays in their Barangay health education and train them in modern methods of delivery. On the matter of automated report submission, Sec. Sinolinding, informed health workers that request was made to the Department of Budget and Management (DBM) to provide web connectivity (Internet) to all hospitals in the ARMM. This will improve online submission of reports, and provide us with a timely and actual situation in the area and/or barangays.
