Health Workers Demands: 1. Increase DOH budget equivalent to 5% of Gross Domestic Product (GDP)- P673.7Billion(2014) as Per WHO recommendation. 2. Philhealth funds of P37.44 Billion should be allocated for MOOE of all public hospitals. 3. Allocate P8B for Magna Carta Benefits for all health workers under DOH and LGUs. 4. Allocate funds for the salary increase of SG 15 (P24,887/month) for Nurse 1 upon entry and SG 24 (P50,000/month) for doctors. 5. Allocate 100% increase of budget for the expanded program on immunization, tuberculosis control and elimination of infectious and other diseases. 6. Allocate P5.7 Billion for the modernization of Phil. OrthopedicCenter so as not to be sold to World Citi and Megawide Consortium. 7. Allocate P60 Billion from the pork barrel funds or Disbursement Acceleration Program to improve the public health care system through: a. Additional 3,268 public health doctors (2 dr per town) in 1,634 towns and cities equivalent to = P 2Billion b. Creation of plantilla position for nurse 1 per barangay = 42,026 nurses with equivalent amount of =P 13 Billion c. Additional 42,026 midwives (1 per barangay) =P 10 Billion d. Build and Operationalize 25,000 barangay health stations (BHS) In addition to the 17,000 existing barangays = P 25 Billion e. Funds for medicines, medical supplies and other operating expenses (P238,095/year or P19,841/monthper barangay) =P 10 Billion 8. Allocate budget for Phil Children’s Medical Center of the amount of = P1.2B for its lot so as not to be transferred to the Lung Center Compound 9. The unfilled positions of 11,166 should be filled up and create more Plantilla positions to comply with the DOH standard of nurse to patient Ratio of 1:12 in hospital setting and 1 nurse to 20,000 population In public health setting.
