Heating oil customers catch a break: Natural gas and electricity prices are rising, but costs are dropping for long-suffering homeowners who heat with oil. Nearly three in 10 Massachusetts households still use oil to heat their homes, compared to just 6 percent of households nationwide. According to an estimate from the Energy Information Administration, the average household that heats with oil will save $632 this winter, or 27 percent, because of plunging oil prices.
