Hello All, welcome to the second day of the forum to discuss the proposed Bill for an Act to establish a National Commission for Youth Development in Nigeria. Please see content below: PART II – FUNCTIONS 6. The Commission shall: (a) create youth’s Development Centers in each State of the Federation; (b) formulate general policy guidelines for the successful o peration of the youth Development Programmes; (c) coordinate all youth development Programmes in the country; (d) prescribe the minimum standards for Youth Development Programmes; (e) enquire into and advise the Federal Government on the funding and orderly development of youth programmes (f) consult with the States, Local Government and other relevant stakeholders and then collate and prepare periodic master plans for a balanced and coordinated Youth Development in Nigeria (g) carry out youth enrolment into the programme at regular intervals through the states and local governments; (h) monitor the inputs of the federal Government in the implementation of the Programme; (i) present annual progress report to the President and the National Assembly on the implementation of the Programme. 7. The programmes of the Commission shall include: (a) Registration and enlistment of youths including youths who have dropped out of either the Primary, Secondary Schools levels and or have graduated but unemployed. (b) Enlistment of Youth organization in the country; (c) career Guidance and Counseling of youths on available opportunities for skills acquisition. (d) Empowering the youths to acquire skills by attaching them to private organizational and youth development centers; (e) Provision of micro-credits to the youths on completion of skills acquisition programmes; and (f) Generally positioning the youths for gainful employment. PART III – STAFF 8. (1) There shall be for the Commission an Executive Secretary who shall be the Chief Executive and Accounting Officer to the Commission. (2) The Executive Secretary shall be appointed by the President on the recommendation of the Minister (3) The Executive Secretary shall hold office for a term of five years in the first instance on such terms and conditions as the Minister, determine (4) He may be re-appointed for one further term of four years, on satisfactory performance and no more. (5) he shall be responsible for the day to day administration of the Commission. 9. (1) The President shall, on the recommendation of the Minister, appoint two Deputy Executive Secretaries who shall be responsible for the Technical and Services of the Commission (2) They shall hold office for a term of five years in the first instance and it is renewable for another term of four years upon satisfactory performance. (3) They shall have terms and conditions of service as are specified in their Letters of Appointment. 10. (1) The Commission has power to employ directly, and either on transfer or on secondment form any civil or public service of the Federation or of a state or from any other body, such number of employees as may in the opinion of the Commission, be required to assist the Commission in the discharge of its functions under this Act. (2) The terms and conditions of service (including terms and conditions as to remuneration, allowances, pensions, gratuities and other benefits) of the persons employed by the Commission shall be as are applicable to other officers of equivalent rank in the civil or public service of the Federation or as shall be determined , from time to time, by the Commission. (3) The Commission may engage such consultants and advisers as it may require for the proper and efficient discharge of its functions. 11. The Commission may, subject to the provisions of this Act, make staff regulations generally to the Conditions of Service of the employees of the Commission and without prejudice to the generality of the foregoing, such regulations may provide for (a) the appointment, promotion and disciplinary control (including dismissal) of employees of the Commission; and (i) appeals by such employees against dismissal or other disciplinary measures. 12. `The Commission shall, with the approval of the Minister, determine its conditions of service, including pensions and gratuities, as are appropriate for its employees. 13. (1) It is hereby declared that the service in the Commission is a scheduled service and shall be deemed to be pensionable under the pensions Act and accordingly, employees of the Commission shall, in respect of their service in the Commission, be entitled to pensions, gratuities and other retirement benefits as prescribed under the pensions Act. (2) Despite subsection (1), the Commission has power to appoint a person in any office on terms which preclude the grant of a pension or gratuity in respect of that office. (4) For the purpose of the application of the Provisions of the pensions reform Act, any power exercisable by the Minister or other authority of the Government of the Federation is invested in and shall be exercisable by the Commission, and not by any other person or authority.
