Hello, I have evidence, (video/photos), of a dog that looks to be a Newfoundland mix that is currently living tethered by a thick and heavy chain in Lincolnton, NC. I am an animal rights advocate and I was made aware of this situation by a friend whom grew concerned with this dogs situation and health after seeing him chained every day, consecutively. He has a large cyst/tumor on his side, has gone un-groomed for a seemingly long while, and also hasnt had any clean water and absolutely no signs of food in quite some time.
