Help me understand. The Keystone pipeline is owned by a Canadian company. It crosses our northern border, has eminent domain to take private property, and transverses the United States to the Gulf of Mexico carrying tar sand to be refined in Texas to be exported to foreign countries. It is in theory safer than hauling tar sand by truck or rail. However, the Canadian company is not willing to contribute to the fund to cover cleanup and harm to the underground water that it crosses.
