HelpAge International Job: National Social Welfare Officer Location: Darfur - Sudan HelpAge International Vacancy Announcement (Internal & External) Job Title: National Social Welfare Officer Location: Darfur (80%) and Khartoum (20%), Sudan Department: International Programmes Responsible To: Darfur Programme Manager Responsible For: None Grade & Salary: G5/S1 Contract: 9 months (with possible extension) Relations with Others: Area Program coordinators, Livelihoods Manager, Partner staff and UN agencies. Background to HelpAge International (HAI) and emergencies: helpAge International is a global network of not –for Profile organizations that work with and for disadvantaged older people worldwide to achieve lasting improvement in the quality of their lives. HAI is comprised of over 100 age concerned organizations from the North and South. HelpAge International started working in Sudan in 1984 in response to the emergency situation caused by a series of famines in the Horn of Africa, targeting mainly refugees from Ethiopia. All HAI programming in West Darfur seeks to address the immediate needs of older people affected by the IDP crisis, while at the same time affecting some longer-term change by promoting enhanced protection and comprehensive support for older people. HelpAge International has developed a comprehensive programme (health and nutrition, protection, social services, food security and livelihoods, NFI/Emergency Shelter) to address the immediate needs and rights of older people and advocate for their inclusion in the response programmes of the humanitarian community in West Darfur. Currently HAI is implementing a UNHCR and CHF funded projects which are 6 months behind schedule due to the Technical Agreement signing delayed between government and HAI. A nutrition project is also expected to kick off in August 2013. Therefore a National Social Welfare Officer is required to spearhead protection issues in these projects at the same time develop further projects on protection of elderly people in Darfur. Job Purpose: Act as focal point for the identification and promotion of protection needs of older people in West Darfur. More specifically, s/he will take a leading role in the international agency community in Darfur for advocating for the inclusion of older people in the response programmes of the humanitarian community. S/he will research and propose new and appropriate strategies for the protection of older people within HAI programming and manage their establishment. Job Responsibilities and Key Tasks: Give technical expertise to program teams on issues on the protection of elderly persons Assist area program managers in managing social protection issues in HAI operational areas Lead the designing of protection projects for older people and their households Lead in the registration and capacity strengthening of Older Persons Associations and Older people committees Lobbying government, UN agencies and other stakeholders on older people’s access to social services and exercising their rights Representing HelpAge and Older people in various for a both at National and local levels Regularly update older people profiling data to be used to advocate on behalf of older people and their needs & rights Participate in assessment and monitoring activities of HAI and other agencies when and if requested Build the capacity of staff and partners in program design, planning and implementation of elder-sensitive social protection services Closely work and coordinate activities with Ministry of Welfare and Social Protection for the welfare and well-being of older people in West Darfur and nationwide Systematically make older people welfare experience gained in Darfur available to the humanitarian community Lead person for the establishment and build capacity of Older People Committee/Associations and their umbrella organizations Emphasize the positive contributions older people are able to make in community dialogue, rehabilitation and conflict resolution To continue to build the evidence database on elder-sensitive social welfare services such as vital registry, health insurance etc Design programme activities and ensure their effective and efficient implementation in order to make a lasting and positive impact on the lives of vulnerable older people, their care taker and dependents Contribute to the development of community-based activities within the collaboration with all relevant authorities, UN agencies, and NGOs Play a leading role in the development of HelpAge International understands of the generational links between children and older people and design collaboration programmes, especially with UNICEF Contribute to the writing of donor proposals, donor reports and the management of project grants Produce internal reports as required for distribution within HelpAge To do any other work as assigned by management to further organizational objectives Person Specification: Essential: A university degree in Law or Social Sciences in relevant area (International Relations, International Development, International Law etc), Master’s degree will be an added advantage Strong experience of field based humanitarian work in Sudan Proven experience of lobbying and advocacy work Proven experience of working with national and local government and UN agencies Experience of proposal development and project cycle management Experience of work in insecure or highly sensitive political environments Sound knowledge of protection and the international legal framework Clear understanding of the humanitarian environment and the issues facing implementation of humanitarian projects Fluency in English and Arabic language Excellent communication skills (written and verbal) Computer literacy Desirable: Experience of field based humanitarian work in Sudan and in complex emergencies Interested candidates are kindly requested to drop their application with an up to date C.V and copies of testimonials (applications are un returnable) in a clearly marked sealed envelope, either in HAC West Darfur in ElGeneina or HelpAge International Office in Khartoum not later than Thursday July 10th 2014 Midday.
