Hepburn Shire Councilors: The community expects decisions are made in the communities best interest. Councilors did approve an unreasonable 50% penalty March 2014 on all registrations that are due on 31 August and that are not paid within 14 days of that date. When was the Shire going to inform a part of the community that this may well effect at some time? Sure we know penalties do apply for late payment and generally work out at about 11%. In the accommodation and food section of the Shire registrations fees are due on the 31 December when the Shire is closed for business for some weeks. Some business are also closed for holidays except accommodation and food businesses as expected. I was sidetracked and for the first time in 20 years was late in paying my annual fee. The subscribed fee was increased by 50% which I was not aware of because the forms and attached letter did not indicate an increase. However it is apparent this may only apply to registration due on 31 August as indicated. The Shire councilors have not specified how to administer penalty charges. The shire provide receipts but no invoice. All fees appear to attract GST but the receipt has GST marked as zero. The fee schedule say GST is included so it cannot be zero. What is evident, the Shire are not sending Tax invoices but a form indicating what the fee that is to be paid. There is no GST on rates but GST I understand is included on penalties separate. A separate invoice is expected but not provided by the Shire. This is just an example of the Shire lack in transparency as it claims to be transparent and an attack on small business and alike. There are issues that need to be dealt with. Clarity on what is reasonable. Give proper notice. Issues with invoicing etc.
