Here is a terrific column by Eric Jaffe, Transit Projects Are About to Get Much, Much Easier in California: The states push to end car-first street planning could ripple across the country. Much of my current research concerns developing better methods for evaluating urban transportation system performance. Of all the methods, roadway level-of-service is the worst because it only reflects automobile traffic capacity and speed, and so fails to account for the trade-offs between automobile traffic capacity and other accessibility factors such as walking and cycling (wider roads and higher traffic speeds become a barrier to these modes), and public transit quality (bus lanes improve bus access but often require reducing automobile traffic capacity).
