Here is a terrific column by Eric Jaffe, Transit Projects Are About to Get Much, Much Easier in California: The states push to end car-first street planning could ripple across the country. Much of my current research concerns developing better methods for evaluating urban transportation system performance. Of all the methods, roadway level-of-service is the worst because it only reflects automobile traffic capacity and speed, and so fails to account for the trade-offs between automobile traffic capacity and other accessibility factors such as walking and cycling (wider roads and higher traffic speeds become a barrier to these modes), and public transit quality (bus lanes improve bus access but often require reducing automobile traffic capacity). Jaffes column described Californias shift away from LOS to other indicators.
