Here is the KRS Kentucky Statute for Animal shelters: KRS 258.119 in regard to open to public 5.0 Provide access to the public for no less than twenty-four hours (24) in one (1) week, with the hours that the facility is open to the public posted in a visible location. This is an illegal shelter operation, they CANNOT close to the Public. How else are people supposed to get their dogs back? Or...are they?/? Contact your STATE Rep, the STATE police, the STATE Department of Agriculture, who shelters fall under and whose law this is. KACCA, the Kentucky Animal Care and Control Board, wrote this statute and you can try to get their help, but I am not sure how effective they are. kacca.gov for contact information. Contact the news (Cincinnati and Louisville) TV, RAdio stations, the Enquirer, nky and you can post your story online. Pictures and video always help.
